更新库文件(Commit 877b828)

修正三色灯事件文件不存在导致PollData时引发引用空的Event字典引发NullReferenceException的问题。

修正PM1、PM2三色灯配置文件中IoSignalTower引用路径。
更新三色灯事件配置文件。
